Central Government open to Different options on land Bill.

New Delhi: The Central government indicated that it’s pretty open to all the possible options on the issue of the land bill. In its deliberation the spokesmen from the government bodies also hinted that they can only move forward after the joint committee of the Parliament submits its report after looking in to the matter. The sources from the government added that they won’t object if the report comes with a due consensus of the parties involved.

The Joint committee of the Parliament would resume only after the Bihar Assembly Elections. When asked about it Union Rural development Minister Chaudhury Birender Singh said that he will only be able to confirm after joint committee looks in to the contentious legislation.



On issues of whether the land Bill would be forced to lapse, the minister said he can only say after the joint committee submits its report. On this he reiterated that the report being good and unanimous they can proceed further. Thus all he hinted is to wait for the report to be submitted. On this he also said that the parliamentary panel which is headed by the BJP MP, S S Ahluwalia is expected to submit the report by the beginning of the next session. In the month of August the ordinances bringing the key changes in the UPA legislation like removing the provisions for consent clause and others like the Social Impact Assessment was allowed to lapse. The Union Minister said that the centre has agreed to the request of the Chief Ministers to enact land requisition laws in the meeting conducted with them.

Mr. Sing while talking to reporters after releasing the training manuals for MGNREGA and the study of Impact Assessment of PMGSY Roads which was carried out in conjunction with the International labour Organization (ILO). 

The BJP led central government faced stiff resistance from the opposition parties, the NDA constituents, farmer’s organizations and the affiliates of RSS. This led the government not to promulgate the controversial ordinance as it sought to introduce changes in the Right to Fair Compensation and Transparency in the act of land Acquisition, Rehabilitation and resettlement (LARR) Act, 2013 which was brought in by the previous UPA government.

The enactment of the NDA government had issued a government directive so that the benefits of the relief, compensation and rehabilitation provided to the farmers under the UPA land enactment are extended to the thirteen other acts under which the land is acquired.

In accordance with all this happening in the country the prime minister Mr. Narendra Modi said in the radio programme “ Mann Ki Baat” that his government already decided this ordinance to expire. This means the situation would restore to what it was earlier before the NDA government took over.

For the third time Government re-promulgates the land acquisition ordinance as recommended by cabinet


It’s the third time that the Union Cabinet has recommended the land ordinance to be re-promulgated. Next week the ordinance will cease to operate if not converted into law, since it will be completion of six weeks after the date of assembly.

This controversial bill’s passage is stalled by the Congress in the Rajya Sabha (Upper House of the Parliament) since day one with Congress Vice President Rahul Gandhi protesting vehemently against it, both inside and outside the Parliament.

The President has given his assent for the re-promulgation of the bill irrespective of the opposition fighting tooth and nail against its passage. The Union Cabinet of Narendra Modi is insisting it will ensure continuity and farmers won’t suffer like they did earlier and will be well compensated well against the land acquired.


This land acquisition bill is an amended version of the land bill introduced by UPA in 2013. It’s already passed by the Lok Sabha (Lower House of Parliament) but is stuck in Rajya Sabha. Since December, this ordinance has been promulgated twice already. The Congress is continuing its attack on the bill, stating it as anti-farmer and anti-poor and that the BJP has scrapped an important clause from the bill that will benefit industries and real-estate players.

Congress is arguing on the fact that, earlier bill introduced by UPA required consent of 80% of land owners for obtaining land for private projects and consent of 70% of land owners for obtaining land for PPP projects, while the current Bill introduced by BJP has removed 5 categories from the purview of the act.

Rahul Gandhi tweeted; “Congress Party will continue to fight for the rights of the kisan and mazdoor against this “suitbootkisarkar” while senior leader Jairam Ramesh, who was the Rural Development Minister during UPA, said Modi government has insulted the Parliament by re-promulgating a bill that is already being looked at by a Joint Parliamentary Committee.

Adding flavors to opposition, Nitish Kumar also made his voice heard in a small sentence that the government is trying to snatch away land from farmers.
