For the third time Government re-promulgates the land acquisition ordinance as recommended by cabinet


It’s the third time that the Union Cabinet has recommended the land ordinance to be re-promulgated. Next week the ordinance will cease to operate if not converted into law, since it will be completion of six weeks after the date of assembly.

This controversial bill’s passage is stalled by the Congress in the Rajya Sabha (Upper House of the Parliament) since day one with Congress Vice President Rahul Gandhi protesting vehemently against it, both inside and outside the Parliament.

The President has given his assent for the re-promulgation of the bill irrespective of the opposition fighting tooth and nail against its passage. The Union Cabinet of Narendra Modi is insisting it will ensure continuity and farmers won’t suffer like they did earlier and will be well compensated well against the land acquired.


This land acquisition bill is an amended version of the land bill introduced by UPA in 2013. It’s already passed by the Lok Sabha (Lower House of Parliament) but is stuck in Rajya Sabha. Since December, this ordinance has been promulgated twice already. The Congress is continuing its attack on the bill, stating it as anti-farmer and anti-poor and that the BJP has scrapped an important clause from the bill that will benefit industries and real-estate players.

Congress is arguing on the fact that, earlier bill introduced by UPA required consent of 80% of land owners for obtaining land for private projects and consent of 70% of land owners for obtaining land for PPP projects, while the current Bill introduced by BJP has removed 5 categories from the purview of the act.

Rahul Gandhi tweeted; “Congress Party will continue to fight for the rights of the kisan and mazdoor against this “suitbootkisarkar” while senior leader Jairam Ramesh, who was the Rural Development Minister during UPA, said Modi government has insulted the Parliament by re-promulgating a bill that is already being looked at by a Joint Parliamentary Committee.

Adding flavors to opposition, Nitish Kumar also made his voice heard in a small sentence that the government is trying to snatch away land from farmers.

  2. Hi sir, very briefly you described the situation that occurs because of the changes in Land acquisition law. Your synopsis is descriptive and here I must say the changes in Land acquisition law may or may not bring any change in the economical condition of farmer but certainly it gave a point to fight in between our political parties.

    1. Opposition parties are made to find the fault and only by arguments on both pros and cons of new implementation, the fruitfulness of the law can be measure. I am not saying Modification of Land Acquisition Law was not necessary or was a wrong movement by BJP but we should discuss on the both sides of the coin.

  3. I think Changes are necessary to development process, again to make a rural area in to developed city people need to support the government. The changes in land acquisition are to find the best value of your land and to develop your area.

  4. This land acquisition law is for non agricultural lands or it covers agricultural lands also; because if it includes agricultural land as well than it could be loss for farmer and also to our domestic productivity.

    1. Yes this bill includes all types of land whether it is agricultural or nonagricultural. Especially the arguments on this bill were done because of the acquisition of farms. According to MR. PM the owner of the land will get a compensated amount on his land which will be way more than his land value.

  5. Who will decide the worth of land for a farmer, whose entire family depends on the land for their foods for years? What is the probability that he will get a same kind of land in the nearby area with the same value? Our PM should think, if someone awakes him in the morning and force him to leave his home for which he will get a good compensation than what he will do?

    1. Hi Manis, the cost of the land will be decided by the local government authorities and it will be valued as per its location. I think you are taking it very personally, first of all today hardly there is any farmer who farms in his own land because most of the farmers are co farmers. If by one person sacrifices the whole community will get benefited than he has do it.

Farming lands are the right of farmers and no one has any right to buy those land without their will. 15% of our total GDP is contributed from agriculture and our former Prime Ministers had emphasize a lot for the development of this sector. Now this Land Acquisition law is giving more importance towards industrialization and infrastructure developments.

    1. 15% of our total GDP is contributed from agriculture where as 50% of our total population are in agriculture is it worth full? industrialization and infrastructure developments are equally important and it is not like government has decided to develop industries in agricultural lands, this rule is for all so that no one can come as an obstacle in the development process.

Land acquisition is required for the Development of the country, but at the same time we should think about the farmers, if they lost their agricultural land. there will be loss of domestic growth. If the government gives any alternative offer formers then things will go quite with development.

    1. In India most of the land owner are not the original farmer of the land they kept tenants to farm their land. So in any case if the land is acquired by Government the land owner might not hesitate but it would bring worst experience for the co farmer. I think government has to think on this.

  8. Each and every time a policy has been modified or being changed from the previous is because to add some good for the national development. May be the opposition party is right but when it comes to the interest of a nation or a large group of people for development than the individual has to sacrifices some.

    1. I do believe in that after all these policy are made by human not by God so according to the demand of situation it should get modified. This policy emphasizes more towards the benefits of land owner so that government can get the land easily and use it for the public benefits.

  9. I don't think there is any point of argument regarding the change in land acquisition policy. The government has done this by keeping the future prospects of india and how it can come up as a developed country. I think this policy will help as a catalyst in the growth progress of the country.

  10. I think you people should go through with the changes in Land Acquisition law before giving you views as comment to this. It has been clearly mentioned that the land owner will get more than his property estimated value. Talking about the pro-farmers, well they can do farming in the near by farm from another land owner or any where else. If the government will think for every ones profit than it will be hard enough to impliment any new law.

  11. This is a good news for Builders and Land Developer because now it will be easier for them to acquire new lands from the owner. It will help government to make connective roads to different places quickly. By this villages can be urbanized faster and it will create enough job opportunity for them.

  13. Well where is the issue? If the land acquisition law has been promulgates for the betterment it is good because the law came with a hope of rise in real estate market from the previous struggles.

    1. Definitely this modification is only made for the growth of real estate market, there is no provision for small land owner. The government is saying they will get more than their land values but I am sure our corrupt politicians are smart enough to manipulate the law.
